Assam Rifles outpost sparks protest in Manipur’s Ukhrul, raises questions over village consent

IMPHAL : Tension erupted in Manipur’s Ukhrul district on Sunday after villagers and local organisations protested against the establishment of an Assam Rifles outpost at New Heaven village along the Imphal-Ukhrul road, triggering a confrontation that left several people injured.

According to reports from the ground, residents alleged that personnel of the 40 Assam Rifles attempted to set up the outpost without prior consultation with village authorities and local bodies. The move was met with strong opposition from villagers, student organisations and women’s groups, who demanded that the construction be halted.

The situation escalated at around 4 pm when security personnel attempted to disperse protesters. Police sources cited by national media said at least four people were injured during the confrontation, while local reports from Ukhrul claimed that 22 Tangkhul Naga women, including Meira Paibis, were injured and taken to hospital for treatment.

Villagers alleged that security personnel resorted to lathi-charge and fired rounds during the standoff. Some reports stated that blank firing was used to bring the situation under control.

However, beyond the injuries and confrontation, the controversy appears to centre on a larger question: can a security outpost be established in a village without the consent or consultation of local authorities?

Several Tangkhul Naga organisations have argued that the issue is not merely about the presence of security forces but about the rights of local communities over land and decision-making within their jurisdiction. They contend that villagers were not adequately consulted before the outpost was established.

The dispute has drawn widespread support from local civil society groups, student bodies and women’s organisations, reflecting deeper concerns that extend beyond a single security installation. On residents side , the issue touches on questions of land ownership, village authority and the relationship between local communities and security forces operating in the hill districts.

At the time of reporting, the situation remained tense, with security personnel maintaining their presence in the area and villagers continuing to oppose the outpost.
