Meghalaya Education Department withdraws SPF vacancy order, clarifies sanctioned teacher posts will remain intact

SHILLONG — A notification issued to clear the path for new teacher appointments has itself been withdrawn after the Education Department admitted it had produced exactly the confusion it was meant to prevent.

On 17 September the Meghalaya government cancelled its 12 August order that had allowed vacancies in Government and Deficit schools to be filled through the Structured Pay Framework. The withdrawal takes immediate effect. Sanctioned posts remain intact. Teachers already appointed keep their existing service conditions and pay arrangements. What has disappeared is the mechanism the department had only weeks earlier put in place.

The original notification, EDN.9/2026/31, had authorised the filling of vacancies from Lower Primary to Higher Secondary under both Government and Deficit systems through SPF until the end of financial year 2027-28. It carried Finance Department approval and was justified by the additional financial commitment that the Structured Pay Framework required. Seven days later, on 19 August, Special Officer I. Mawthoh wrote to the Director of School Education and Literacy instructing that all new appointments against vacancies would fall under SPF, subject to fund availability and prescribed procedures. Posts filled this way were to come under SEMAM, the State Education Mission Authority of Meghalaya, and recruitment was to follow a set of earlier government orders.

That sequence is now reversed. The 17 September notification signed by Vijay Kumar Mantri, IAS, Commissioner and Secretary of the Education Department, states that the August order had generated “certain apprehensions and confusion” among Government teachers, Deficit teachers and candidates seeking appointments. Withdrawal was therefore necessary for administrative clarity.

The order is careful to state what it does not do. It does not replace the existing Deficit System with SPF. It does not abolish, surrender or convert sanctioned Government or Deficit posts into SPF posts. It does not change the status of anyone already appointed. The government also reaffirms its commitment to maintaining the sanctioned strength of teaching posts. The August arrangement, the latest order says, had been a temporary measure intended to meet immediate teaching needs by deploying eligible SPF teachers against vacancies while keeping the corresponding sanctioned posts intact.

The distinction is deliberate. SPF itself has not been scrapped. Only the notification that opened the vacancy route through SPF has been withdrawn. The documents therefore record a complete circle: the 12 August notification opened the route, the 19 August letter operationalised it for new appointments, and the 17 September order has closed it again.

The government presents the latest step as administrative clarity. Teachers and candidates are left with a simpler and more immediate question. The sanctioned posts still exist. The method the department announced for filling them no longer does.
