Assam seeks Japanese investment in semiconductors, energy, tea and tourism

Japan looks at Assam for semiconductors, renewable energy, tea and tourism projects

GUWAHATI : Assam is looking to expand its economic ties with Japan, with semiconductors, electronics manufacturing, renewable energy, tea, tourism and aerospace identified as areas where Japanese companies could invest or form business partnerships.

The discussions took place when a delegation from the Japan External Trade Organization (JETRO) met Assam Chief Secretary Ravi Kota in the state, with both sides examining ways to bring Japanese capital, technology and business partnerships into Assam.

The focus on semiconductors comes as Assam is building a new electronics manufacturing base. Tata Electronics is developing a semiconductor assembly and testing facility in Jagiroad, making the state part of India’s effort to establish domestic semiconductor supply chains.

The Japanese interest is therefore not limited to traditional sectors such as tea, electronics, advanced manufacturing and clean-energy businesses could give the proposed investment relationship a much wider industrial base.

Japan’s own industrial strengths make semiconductors and advanced manufacturing a significant area for potential cooperation.

JETRO identifies semiconductors, robotics, machinery, automobiles and aerospace among Japan’s important manufacturing sectors, while the country is also promoting investment in renewable energy and other technologies.

Tea remains another area where Assam has a natural connection with the Japanese market. The discussions also included tourism, with Assam promoting its tea landscapes and a “Tea & Teeing” concept that combines tea-garden tourism with golf as part of its effort to develop new tourism products.

The renewable-energy opportunity is broader. Assam can potentially use Japanese technology and investment in areas such as cleaner industrial production, energy efficiency and new energy systems, while Japanese companies looking for manufacturing locations in India could gain access to the Northeast’s growing infrastructure and consumer markets.

Aerospace was also identified among the areas for possible cooperation, adding another high-value manufacturing sector to the list.Assam’s interest in Japan is not starting from this meeting alone. The state has been working on a wider India-Japan economic and institutional relationship for several years.

A 2026 Assam government presentation on Indo-Japan cooperation lists a proposed Japanese Industrial Township at Nagarbera, with about 602 acres of available land. The site is around 85 km from Pandu inland water transport port in Guwahati and about 73 km from Guwahati airport.

The location is also positioned close to road, rail and inland-waterway networks, factors that could matter to companies looking at Assam as a manufacturing or distribution base.

The Japan connection extends beyond investment discussions.

In March, IIT Guwahati and Gifu University in Japan signed a Letter of Intent aimed at strengthening research, education and industry cooperation involving the Northeast. The programme includes plans for large-scale student and academic exchanges between institutions in the region and Japan over the coming years.

This creates another potential link between Japanese companies and Assam’s industrial plans: skilled manpower and technical collaboration.

The latest JETRO discussions, however, represent exploration rather than confirmed investment commitments. No specific Japanese company or investment amount was announced in the reports on the meeting.
