Commercial bike permit holders seek crackdown on unauthorised bike-taxi operators in Shillong

SHILLONG : The Meghalaya Two-Wheelers Commercial Permit Holders (MTCPH) has urged transport authorities to take strict action against individuals allegedly operating bike-taxi services in Shillong without valid commercial permits.

In a representation submitted to Regional Transport Authority (RTA) Chairman RM Kurbah on Friday, the association claimed that several unauthorised operators continue to run bike-taxi services in violation of existing transport regulations.

According to the association, such operations contravene provisions of the Motor Vehicles Act, 1988, as well as the Motor Vehicle Aggregator Guidelines, 2020. The MTCPH argued that the growing number of unlicensed bike-taxi operators has created unfair competition for permit holders who have complied with official requirements, including commercial registration, documentation and other statutory obligations.

The association further alleged that the issue was not only affecting the livelihoods of licensed operators but also raising concerns related to passenger safety and regulatory oversight.

“Continued operation of individuals without valid permits directly affects the livelihood of legitimate operators who have fulfilled all statutory obligations,” the association stated in its complaint.

It also claimed that many unauthorised operators do not possess mandatory commercial insurance coverage or police verification, potentially exposing passengers to safety and legal risks.

The permit holders additionally argued that illegal operations result in revenue losses for the state due to the absence of proper licensing and regulatory compliance. Seeking immediate intervention, the MTCPH requested the Regional Transport Authority to strengthen enforcement measures and deploy additional personnel to identify and curb unauthorised operations in Shillong.

The association also appealed to authorities to earmark dedicated parking spaces for authorised commercial two-wheelers in key commercial areas, including Khyndailad, Iewduh and other busy locations in the city.

The group expressed hope that prompt action by the authorities would help create a fair and regulated environment for licensed commercial two-wheeler operators in Meghalaya.
