SHILLONG : Meghalaya publishes draft electoral roll under SIR 2026; over 4 lakh voters flagged for further checksMeghalaya’s draft electoral roll under the Special Intensive Revision (SIR), 2026 was published on August 5, opening a month-long window for the public to verify names, raise objections, or seek corrections before the roll is finalised on October 7.
The publication follows a month of intensive house-to-house verification carried out between June 30 and July 29 by 3,551 Booth Level Officers, supervised by 60 Electoral Registration Officers, 166 Assistant Electoral Registration Officers and 410 BLO Supervisors. By the close of the enumeration phase, the Chief Electoral Officer’s office reported full coverage of the state’s 23,49,645 registered electors, with every Enumeration Form either physically or digitally submitted.
Of that electorate, 7,75,337 voters, or 33 percent, were verified under the “Self” category, their own records matched directly against the SIR 2005 database. A larger share, 11,69,670 electors, or nearly 49.78 percent, were verified as “Progeny,” meaning their entries were confirmed through a parent or grandparent’s 2005 record rather than their own. The remaining figures are where scrutiny will now concentrate.
According to Chief Electoral Officer Dr BDR Tiwari, 2,24,234 electors, roughly 9.54 percent of the electorate, could not be linked to the 2005 database through any route and have been placed under the “No Mapping” category. Separately, 1,80,404 electors, about 7.68 percent, fall under the Absent, Shifted, Deceased or Duplicate (ASDD) category — comprising 81,490 deceased voters, 45,013 whose forms were never returned, 42,532 who have permanently shifted, 4,668 refusals, and 6,701 duplicate entries.
Together, these two categories account for over 4 lakh electors whose status remains unresolved heading into the draft roll’s publication. Both groups will undergo detailed verification during the Notice Phase, running alongside the Claims and Objections period from August 5 to September 4, before any final decision is made on their inclusion or removal.
Tiwari clarified that all such cases will be handled strictly under the Registration of Electors Rules, 1960, with electors or their family members given a fair opportunity to respond before any name is struck off.
Voters placed under “No Mapping” will typically need to prove their electoral status by producing supporting documents, since the SIR 2005 database serves as a baseline for residency and lineage verification. Many in this category are expected to establish their status through the same route as “Progeny” verification, by showing a documented family link to someone listed in 2005, if their own name wasn’t part of that original roll.
During the Claims and Objections period, three forms are available depending on what an elector needs: Form 6 to apply for inclusion of a missing name, Form 7 to raise an objection against another entry, and Form 8 to request corrections to one’s own electoral details.
Anyone who has moved to Meghalaya after 2005 has been advised to check their previous state’s SIR 2005 record through the Voter Services Portal or ECINET app to retrieve details needed for verification.
The CEO’s office has also flagged a related development: the number of polling stations in the state is set to increase as part of this revision, with the updated electoral roll expected to serve as a key reference point for any future delimitation exercise in Meghalaya.
Voters are encouraged to check their status without delay through ceomeghalaya.nic.in, the ECINET app, or by contacting their local Booth Level Officer directly.

A toll-free helpline (1950) and a “Book a Call with BLO” facility have also been set up to assist electors through the process. The final electoral roll will be published on October 7, 2026, with October 1, 2026 fixed as the qualifying date for inclusion.
