HITO seeks probe into Hima Mylliem revenue collection and governance issues

SHILLONG: The Hynniewtrep Integrated Territorial Organisation (HITO) on Monday urged the Khasi Hills Autonomous District Council (KHADC) to constitute an inquiry committee to examine the financial management and administrative functioning of Hima Mylliem.

A delegation led by HITO president Donbok Dkhar met KHADC Chief Executive Member Tony Winston Lyngdoh and raised concerns over alleged irregularities linked to the traditional institution.

The demand comes days after the District Council suspended Paiem Ainam Manik Syiem following allegations related to the non-payment of the Council’s 10 percent market tax and the mandatory 1/8th revenue share.

Speaking to reporters after the meeting, Dkhar said there are growing doubts among residents regarding the officially stated revenue figures of the Hima.

“The people of Hima Mylliem do not believe the annual collection is only around ₹3 crore. Looking at the scale of markets and economic activity under the Hima, the actual revenue should be significantly higher,” he said.

HITO also called for amendments to the Mylliem Rules Syiemship, 2007, arguing that existing provisions remain weak in matters of public accountability and administrative oversight.

According to the organisation, although the rules require the convening of the Dorbar Hima or General Council, such a meeting has allegedly not been held.

“Our concern is that the present rules do not clearly specify what citizens can do if the Syiem fails to convene the Dorbar Hima,” Dkhar stated.

The organisation maintained that stronger legal provisions are necessary to ensure transparency and improve institutional accountability within the Hima administration.
